A High-Risk Warrawong Construction Site Requiring More Than Standard CCTV
Thompson Bros was engaged to provide construction site security, CCTV and timelapse systems for Grindley’s Southern Suburbs Community Centre and Library project in Warrawong, near Wollongong.
The project involved demolition of existing structures, civil works and construction of the new community facility. With plant, equipment, materials and public-facing site interfaces to manage, the builder required a security system that could deter unauthorised access, verify after-hours intrusions and improve visibility across a complex split-site layout.
SITE RISK PROFILE
Why Site Security Was Critical in Warrawong
Warrawong is a busy industrial and residential area south of Wollongong, with construction sites in the area exposed to common after-hours risks including unauthorised access, theft, vandalism, trespassing and interference with plant or equipment.
For the Southern Suburbs Community Centre and Library project, security planning was treated as a preventative measure from the outset. Grindley had already used Thompson Bros systems across other projects and understood the value of verified video alarm response on public-facing construction sites.
Temporary fencing alone was not enough for this site.
Plant & Equipment Security
High-value equipment and materials needed active monitoring, not just fencing.
General Site Monitoring
CCTV visibility supported safer oversight across the active construction area.
After-Hours Break-ins
The site required verified intrusion detection outside normal working hours.
Theft Risk
Plant, tools, materials and temporary site assets required protection after hours.
Trespassing
Public-facing site interfaces increased the risk of unauthorised access.
Vandalism
Early detection helped reduce the chance of damage, delays and rework.
SITE CHALLENGE
Two Site Lots, No Power and an Offsite Builder’s Office
The Warrawong project required a security and monitoring system that could work around the realities of an active construction site. The layout was divided across two separate lots, permanent power was not available, and the builder’s site office was positioned offsite due to space limitations.
Split-Site Layout
The site was divided into two separate lots, with a public street running between them. Camera placement needed to support visibility across both sections of the project.
Offsite Builder’s Office
Because the builder’s site office was located in an existing building offsite, CCTV vision had to be re-transmitted from the worksite to the project team via a wireless link.
No Permanent Site Power
CCTV and timelapse systems were required to operate on solar power, allowing coverage to continue before permanent site services were available.
The system needed to support both security response and practical project visibility, without relying on permanent power or a conventional site office location.
THE SOLUTION
Solar-Powered CCTV, 4K Timelapse and Monitored Video Alarms
Thompson Bros installed a combined construction site surveillance system designed for a high-risk, power-limited and split-site environment. The solution provided verified after-hours intrusion detection, live CCTV visibility and 4K timelapse documentation across the Warrawong project.
Monitored Videofied Video Alarm
A monitored video alarm system was installed to detect and verify unauthorised after-hours intrusions. When an alarm was triggered, the event could be assessed and escalated for response, helping prevent theft, vandalism and damage before offenders could impact the site.
Solar-Powered CCTV System
CCTV cameras were installed to improve site visibility across both sections of the project. Because permanent power was not available, the CCTV system was configured to operate on solar power and support day-to-day oversight from the builder’s offsite office.
180° 4K Timelapse Camera
A 180-degree 4K timelapse camera was installed to capture project progress across the Warrawong build. The system provided a visual record for reporting, stakeholder updates, project documentation and future marketing material.
Verified Response
Video alarms allowed confirmed after-hours intrusions to be escalated.
Solar Operation
CCTV and timelapse systems operated without permanent site power.
Wireless Transmission
CCTV vision was re-transmitted to the offsite builder’s office.
Project Visibility
The system supported security, safety monitoring and site oversight.

THE RESULT
12 Confirmed Intrusions. Theft and Damage Prevented.
Since the monitored video alarm system was installed in January 2025, police have been called to the Warrawong site 12 times for confirmed unauthorised after-hours intrusions.
12
Confirmed after-hours intrusions
Police attended confirmed unauthorised after-hours intrusions, with offenders fleeing before theft or damage occurred.
On each occasion, offenders fled the site either before or upon police arrival. While no arrests were made, the result was exactly what the system was designed to achieve: unauthorised access was detected, response was escalated, and theft or damage to the site was prevented.
For major builders, this is the value of verified video alarm response. The best result is often the incident that never becomes a claim, replacement cost, delay, damage report or disruption to the construction program.
Intrusions Verified
Alerts were confirmed before response escalation.
Police Response
Local police attended confirmed after-hours intrusions.
Loss Prevention
Theft and damage were prevented before offenders could impact the site.
The CCTV system did more than protect the site after hours. It helped the builder monitor a split-site layout, manage public-facing interfaces, and maintain better visibility from the offsite project office.
SITE VISIBILITY
Better Oversight Across a Split Construction Site
The CCTV system also improved the project team’s ability to monitor site activity across the two separate lots. With the builder’s office located offsite, the wireless CCTV link gave the team better visibility from where the project was being managed.
This supported safer site management, improved awareness around public-facing interfaces and helped the team maintain oversight across a challenging Warrawong construction footprint.
Site Access Visibility
CCTV helped the team maintain awareness of movement across key access areas.
Offsite Office Access
Wireless transmission allowed CCTV vision to be viewed from the builder’s offsite office.
Safety Monitoring
Improved visibility supported safer oversight across active work zones.
Public Interface Awareness
The split-site layout and public street interface required clear visibility.
Temporary fencing alone was not enough for this site.
